Please note that a visa on arrival is not valid for any work or employment in Batam.
For those people traveling to Batam for work, whether it is for short or long term, you will need to apply for a visa on arrival and then change it to a work permit once you have arrived at your company of employment (if the company has not already pre-arranged a permit for you).
